VirtualBox with out an OS

is there a VBox or VM that is an OS you can boot from when you turn on computer and no other OS

VMware ESXi is something close to what you ask for. It contains a minimal Linux kernel that is used to virtualize other OSes. But you need another PC to manage the VMware ESXI server. You can not use the server because the server is just hosting other OSes, so you need another pc to login to the server and then login to a VM.
