I followed the instructions at https://cloud.oracle.com/tryit to sign up for "OCI" (Oracle Cloud Infrastructure).
Then the instructions at:

to add a public key generated with openssl (the API signing key) in OCI.
Next in virtual box I can add under "Cloud Profile Manager" a profile: filling out the info for
compartement OCID (this is for the root apparently the same as tenancy OCID)
fingerprint
key_file
pass_phrase
region eu-frankfurt-1
tenancy OCID
user OCID
Finally I obtain (after clicking Apply and Close) :
VBoxManage list cloudprofiles
Name: clstes

Name: Oracle Cloud Infrastructure

Question now is how to use this cloud profile please ? The UserManual is not helping me on this ...
The manual says "• OCI Integration: implemented support for exporting a VM to Oracle Cloud Infrastructure" but I am overlooking something as I don't see how to do this now.

Looking around, well hidden in a menu, there is
File -> Export Appliance
and "Format" . If one selects "Format" there is a choice (for me) of OVF 0.9, 1.0 , 2.0 and ... "Oracle Cloud Infrastructure".
So I suspect the way to use the cloud profile is to subsequently "Export Appliance" in format "OCI".
This is actually not so well documented, but it is logical. The "import appliance" has only OVF it seems, I was thinking that perhaps import of a VM created on OCI may be interesting as well (on a local VirtualBox installation).
