Does VBoxManage clonevm <uuid>|<name> --mode machineandchilds or all mean that we can clone a VM with snapshots and retain the snapshot structure?
If so which does what?

This is exactly what it means. Obviously "all" retain all snapshots of a given VM and "machineandchilds" retain all child snapshots of an given snapshot to clone.
