Moving guest from VBOX 6 to OCI

I'm trying to move a guest from VBOX 6 to OCI. I followed the steps and made sure to use DHCP, enable the serial console, paravirtualized my device drivers, enabled dynamic networking. I used the cloud profile manager and was able to successfully upload the image. When I created an instance of it it says it successfully booted, however, when I try to connect via ssh, ping, or use a console connection I'm getting connection timed out. Any ideas on what I should try next?

Also I was able to create a native instance on the same network and could ssh into it without an issue to test if I missed anything in the network configuration. So it's just my VBOX guests that are having issues.
