This sounds as though it is a network configuration issue with the Oracle Linux guest rather than a VirtualBox issue per se. To even begin to give an advice we are going to need to see the output from

How do you configured your guest Red Hat Linux 7 running on host Windows 10 to get an IP automatically?

Personally, I have no clue how you configure RHEL7 for DHCP IP address. You got to look at the documentation of RHEL7 for that. Unless another user has an idea...

At a different place which requires a Proxy Server to go outside, I was able to go outside.
If im located where no proxy is required and my only access to the outside is through a router, I fail.

how you configure RHEL7 for DHCP IP address
Once we have located a name of the network interface in question open a corresponding configuration file. So as an example, for network interface epn0s3 vi will edit a /etc/sysconfig/network-scripts/ifcfg-enp0s3
reboot ...
