I've been having a similar issue with CentOS 7.5 guest on Windows 10 64-bit host, running VirtualBox 5.2.12 r122591
I enabled 3D Accleration to see if it made any difference, and it's much better for a few minutes, but eventually gnome-shell CPU usage is very high, and the system is incredibly sluggish.

I have the same problem
Just have upgraded my ubuntu 16.04 to 18.04 and now gnome-shell eats 100% of cpu

You could try the following (it seemed to help for me with a Fedora VM on a Windows 10 host):
* disable 3D acceleration on the host for the VM
* start the Gnome session in Xorg and not in Wayland (which is the default on Fedora)
