Hi,
Is there anything wrong below? Ubuntu Version 20.04 is set up properly. When starting it, it does go to the setup disk. Why?

The boot order is set in the VM's System settings, Motherboard tab. It defaults to Floppy > Optical > Hard Disk. This means the VM will look first in any floppy drive or image for a bootable OS, then in any CD drive, then the hard disks.
Since you have a bootable ISO mounted, and you probably have the Optical Drive set before the Hard Disk in the boot order, which is normal, the bootable ISO will be found first.
You can change the boot order in the Motherboard tab. You can also remove the ISO from the Optical drive. You can also type F12 during boot in Legacy BIOS or ESC in EFI BIOS to access a boot order menu for that single boot of the VM.

Note that the "boot order" only applies to legacy/MBR BIOS. It has no effect if you configure EFI BIOS.

In the picture you posted, you have Storage selected. Click 'System', then a different panel will appear. one of the tabs at the top of the panel will be 'Motherboard'.
