Keyboard not working on 10.14 guest

I'm trying to run a macOS 10.14.6 VM on VirtualBox 6.0.12. I've added the APFS EFI drivers and the VM boots to Setup Assistant, but the keyboard doesn't work. The mouse does work, though. I have:
  • Enabled USB 3 emulation
  • Increased VRAM to 128 MB
  • Changed OS to "Mac OS X (64-bit)" and "macOS 10.13 High Sierra (64-bit)"
  • Removed "Apple Inc. Apple Internal Keyboard / Trackpad" from USB filters
  • Tried ICH9 & PIIX3 emulation
but none of these have worked. I did notice that when I move the mouse the USB icon at the bottom shows a green circle, but when pressing keys on the keyboard there is no circle appearing. Is there any way I could get the keyboard working? My host is a 13" MacBook Pro (2018) running macOS 10.14.6.

Even if you compress/ZIP it?
