What Guest OS's can be run?

So, just to be clear, if my host OS is High Sierra then my guest VM can only be High Sierra?

No - that is not true. You can run Linux, Windows, BSD, macOS and a bunch of other operating systems.

With macOS guests (on real Apple hardware) you can run at least Leopard up to Big Sur, although you may have some messing around with cpu types if the OS uses cpu instructions that are incompatible with your hardware.
