For better or worse, Apple has been applying increasingly strict security (often requiring explicit user approvals and/or reboots) to potentially vulnerable features, such as kernel extension loading {macOS 10.13 'High Sierra'}, whole disk access {macOS 10.14 'Mojave'}, System volume writability {macOS 10.15 'Catalina'}, etc. This general trend continues in the recently released macOS 11.0 'Big Sur'.

There are various threads & 'stickies' discussing the user-approved loading of VBox kernel extensions and related issues over in the VirtualBox on Mac OS X Hosts forum & its VirtualBox on Mac OS X pre-releases sub-forum; some solutions can be found there.
