Windows 2000 stuck on "Starting up..."

Windows 2000 stuck on "Starting up..."
This occurs during installation. I tried the command but it seems to have no effect. I am using an earlier version of VirtualBox (6.0.8).

That is the normal boot screen of Windows 2000. As it boots, you should see a series of blue dots in the box to show how far the boot has progressed. If it just sits there, the system is not booting.
How far did you get? This screen appears several times during installation. Did you get to the system config stage, or is this before you get the option to create an account?
Windows advanced server should run fine under VirtualBox.

This was before I get the option to create an account. It was the first restart.

Ok, I found the place in the manual where the command you posted is discussed. Some things I noticed:
I have installed Windows 2000 before, and I just installed 2000 Advanced Server from Winworld, up to the CD key page (and I don't have one so I can't go further). Both without the command. BillG shows his W2000 Advanced Server running. Are you sure your ISO is good? My SHA512 hash, made from the zipped 7z from the Julian Kansas City link is:
95fdc36e2b47f4d6e6ff4f86bce67264bc3c460ba783bedf12a285245e601b678b73b49e3d1ffc6f67dc2752c0e6cb1091d5f0ad26cf259ad595363bf8302561, matching Winworld's hash.
What is conspicuously missing from this list is:the manual wrote:When installing Windows 2000 guests, you might run into one of the following issues:
• Installation reboots, usually during component registration.
• Installation fills the whole hard disk with empty log files.
• Installation complains about a failure installing msgina.dll.

I tried increasing it to a value between 1 and 5, once again it has no effect.
My hash is the same as yours.

There are more suggestions in that forum link, besides the "IRQDelay" command. Log lines to hunt, AV to check. Aside from suggesting to read and report thoroughly, I don't have any other ideas.

How are installing this vm? Are you creating a vm from VirtualBox Manager, attaching the ISO to the optical drive then starting the vm? Are you removing the ISO from the optical drive before you reboot? Your first post was short on detail (to put it mildly).

Do you have Avast anti-virus installed on the host? If so you'll have to uninstall (not just disable) it in order to install or run Windows 2000 in VirtualBox.
This only seems to affect Windows 2000 and no, I have no idea why Avast AV doesn't affect other guest operating systems.

I notice that I have AVG installed. Does that affect it?
