All,
Running VBox 1.6.4 on Windows XP SP2 Host. Windows 2000 SP4 guest. Without guest additions installed, I can change the resolution without any issues. Granted, I only have 640,480 and 800,600.
After installing guest additions, I get:
The display control panel is unable to change the display settings.
The graphics driver returned an unexpected error.
I've tried removing/reinstalling additions to no avail.
Thoughts?

What does the Event Viewer say about this error? Is your 2000 fully updated?

Same problem here.. VirtualBox Guest Additions 2.0.2
VirtualBox 2.0.2; Windows 2000 guest OS; SP 4 and rollup for Win2k (KB891861); nothing in event viewer.
In display properties, the display is listed as "default monitor on VirtualBox Graphics Adapter"; colors choices are 256, 16-bit, 24-bit, 32-bit with screen area resolutions of 640x480, 800x600, 1024x768 and 1152x864 but if you try to switch to any of the settings other than 640x480, 256 in display properties, you get the error:
The display control panel is unable to change the display settings.
The graphics driver returned an unexpected error.
Another weird thing... if you try to resize the display window by clicking on and dragging the lower-right corner of the display window, the window "freaks out", trying to automatically resize itself every second, going into a perpetual loop until VirtualBox Guest Additions 2.0.2 is uninstalled; very annoying/frustrating
