I have Windows 10 Pro 64 bit host and Windows 7 SP1 64 bit guest.
They are both updated.
I want when I run Windows 7 guest that NUMLOCK is ON.
I go to the registry and set:
- HKCU\Control Panel\Keyboard
- InitialKeyboardIndicators
- 2
Weird, when I boot again Windows 7 the NUMLOCK is Always OFF.
Most weird is that if I change InitialKeyboardIndicators to another number (i.e. 0, 1, etc.) at the next boot is again "2".

Possibly because you are editing the wrong registry entry:
Press Win + R and type in Regedit.
Navigate to registry key HKEY_USERS\Default\Control Panel\Keyboard.
Right click on the “InitialKeyboardIndicators”, select Modify and change Value data to 2.
Exit Registry.
Press Win + R and type in Regedit.
Navigate to registry key HKEY_USERS\Default\Control Panel\Keyboard.
Right click on the “InitialKeyboardIndicators”, select Modify and change Value data to 2.
Exit Registry.
