Error with VBoxVideoW8.inf when installing Guest Additions on Windows 10 guest

I was trying to install Guest Additions on a Windows 10 guest, with a Fedora host, and it keeps failing with the following log:

The host hardware only has an integrated graphics card, and I tried with and without 3D enabled on the VirtualBox configuration.

I was running Virtualbox 5.1.10, and I updated to 5.1.22, and it still fails.

Any ideas why this may fail?
