Is the vm set to boot from the optical drive? What disk is in the host's CD drive? Whatever it is, it is not bootable.

Notes:
1. There is no such thing as an IDE file. I assume you mean ISO file.
2. If the question was "Do I need to download an ISO file" then the answer is yes, if you don't have an installer CD already. If you want a Windows ISO (given the forum choice) then you should ask Microsoft for a download link.
VirtualBox is a virtual machine: a simulation of the hardware of a PC. The guest OS is not simulated, you need an actual installer for the OS of your choice. Windows is copyrighted, but free ISO downloads are easily found on Google for any of the many Linux distros.
