Using VirtualBox version 4.3.26.r98988,
I am testing both Windows 10 Technical Preview for x86 (Version 6.4.9841), Windows 10 Pro Technical Preview x86 (Version 10.0.9926) and x64 ( Version 6.4.9860 ) and enabled the balloon notification via local group policy manager:
1. "User Configuration->Administrative Templates->Start Menu and Taskbar->Disable showing balloon notifications as toasts" set to "Enabled"
2. RE-BOOT.
3. When I plugged and unplugged an USB thumb drive, the balloon notification shown at upper left corner of screen always.
This is not right, as I have existing applications depending on balloon notification as well.
Please advise.

...normally, when the VirtualBox extension is installed, the Windows guest screen can be resized accordingly (while dragging to other size).
However, under Windows 10 TP even with latest version of VirtualBox and its extension with Windows 10 listed under "Create Virtual Machine->Version",
the guest Windows 10 screen size is static and cannot be resized anymore.
I wondered, could it be the VirtualBox video extension issues here caused the balloon message screen position held on upper left corner of the screen ?
Please advise.

"Balloon Notification" is replaced by Toast Notification in Windows 10.
"Balloon Notification" refers to when you plugged in or unplugged a thumb drive, the balloon message pops up at lower right corner of the taskbar.

I see. Mine slide out from the bottom right side just above the taskbar and are rectangular.

I discovered something weird, when I plugged in and unplugged the USB thumb drive the second time,
the balloon notification displayed at lower right corner.
However, all arrow of balloon message is not pointing to its respective taskbar icon correctly but
the left most tray icon/application that triggered the balloon message.
Please advise.

I don't think there is anything to advise. Windows 10 is not done yet and any "quirks" will most likely be gone once it is released.
