I have a microscope USB camera and I have the driver for XP (guest) but not for Vista (host).
Is there a way to make the install the driver on the guest so that it works on the guest even if it does not work on the host?
Right now, the guest recognizes the camera but I can not attach it to the guest (even after unplugging and plugging) and therefore it does not allow me to install the driver.
Any suggestions?

Have you tried applying a filter for your USB microscope? If not you might want to give this a try. Also, check your microscope camera device install instructions to see if they recommend installing any software / drivers prior to connecting the device to the guest.

The only pre-requisite that I know of is the host should see it as a USB device not necessarily that it have the right drivers. There are some restrictions though, Printers are one. The only thing that I can tell you as far as cameras are concerned, they do not work well in VBox. Now the beta 3.0.0 is supposed to be fixing this AFAIK but it is still in beta and not recommended in a production environment. You can read more about it from the main page and then go to special / beta feedback.

Now the 3.0 version is not beta anymore but I still have a terrible time with attaching USB devices. I have plugged, unplugged, attempted to install drivers etc. All I get is that the device is already captured and it will not let me install the drivers.
Is there a magic trick?
