7.0 Unable to launch guest in a host console window after upgrading to 7.0

Unable to launch guest in a host console window after upgrading host from 6.1.x to 7.0
VirtualBox 7.0.4 r154605 (Qt5.15.2)
(see HOST systeminfo below)

EX:1 Attempt to create new guest, Server 2019 STD from retail DVD
4gb, Nested Paging, Hyper-V Paravirtualization
PIIX3, I/O APIC, RDS

.\VBoxManage.exe startvm "TEST-2019"
Waiting for VM "TEST-2019" to power on...
VM "TEST-2019" has been successfully started.
RESULT:
three background processes VirtualBoxVM.exe for logged in user created on host, yet No console window created on host
preview window in VirtualBox Manager appears to show windows installer message to press any key to continue

NOTE: if I starting guest as --headless, three VBoxHeadless.exe processes are created on the host...
WAG: is this an IPC/COM permissions issue???

VBoxManage starting headless instance when called with – gui

getting by with:
PS C:\program files\oracle\virtualbox> ./virtualboxvm --startvm "TEST-2019"

Is there a command line to attach to an existing VirtualBoxVM --or-- VBoxHeadless.exe?
In 6.1, I shutdown guests via the VB Manager gui by clicking "show" for a running headless guest, this brought up a console window. I then shutdown via the console to ensure windows shutdown fully (applying updates) before shutting down the host.
