Host system os: Windows 10 Pro (64Bit)
Vm os: Windows 7 pro (32Bit)
I am attempting to get the com1 port to work with the VM for debugging purposes. The devices I am working with only support Win7. I have the bluetooth, and usb to work correctly and have matched the configuration setting for the host and VM. I have tried four dock connectors, different usb and serial cables and verified the test device will connect to a windows 7 system the will be removed later on and replaced with a windows 10 with a Windows 7 VM.
com port 1 appears in VM but can not communicate with it

If you are using a USB-serial adapter, it may be easier to pass the USB device through to the VM using USB basics and troubleshooting. The VM OS will run the USB-serial adapter directly and see its serial port in the VM OS. The VM OS would need the USB-serial adapter's drivers.
If you must use the host computer's serial port, see How to: Add a Serial Port in Windows XP and 7 Guest.
Nate that you would not do both. It's either USB or serial.
