Cannot Mount Cd image to windows 2000 virtual machine

VirtualBox 6.1.26 includes a fix for some .CUE problems, you should check that out.
If that still doesn't fix the problem then IMO your .CUE file is broken. Also, not all CD types can be mounted in a VM. Basically I would only expect pure data CDs to work well (data CDs are more typically distributed as ISO files).
