After creating a VM and attempting to boot 2019 windows Server, I get this error.

"Windows NT (64bit)" is very far from being the correct template for a Windows 2021 server VM. VirtualBox does not yet (6.1.22) have a Win2021 server template, and the Win2019 template has a bug (already fixed in latest beta), so I suggest you choose the "Win2016 (64bit)" template.
I can't imagine a late model Windows Server being happy to run on 1 core. I would give it 2 cores (not more).
It looks like you paid no attention to the graphics settings. 18MB graphics RAM is not enough in the modern era. Increase to 128MB.
You have an additional problem in that Hyper-v is enabled on the host and will conflict with VirtualBox:
