I have ISO image with virus
Can I run it on VirtualBox without my PC getting a virus?

Quite likely, as long as you don't do anything accidental with it, like load it on the host by mistake.
No network in the VM, no Guest Additions, so no shared folders, then you'll probably be fine.
(Note, computes are what they are, so take the above with the proper level of respect a stranger on the internet should engender. So have a good few offline backups of the host, save all important data to other places, in case you have to nuke the host from orbit.)

Or, maybe you could go ahead, but consider the whole thing an educational experience.
