UHD Win7 guest on Win10 host

I have a 3840x2160 laptop running Win10, and a Win7 guest. When I maximize the Win7 screen, I get 3840x2042, because of the title, tool, and status bars. But when I switch to full screen, I still get 3840x2042 with black bars across the top and bottom.

The display memory is maxed out. I've tried turning on Auto-Resize Guest Display, and it works if I resize the window, but is limited to 2042 lines if I switch to full screen. I even added a CustomVideoMode1 equal to "3840x2160x32", but the video modes listed in Win7 Display Resolution are 800x600, 1024x768, 1152x864, 1280x960, 1280x1024, 1400x1050, 1600x1200, 1920x1440, and 3840x2042. It's interesting that they'1re all standard 4:3 or 5:4, with no standard 16:9 or 16:10 settings, but the last one is my custom 16:9 mode unnecessarily trimmed to accommodate the title, tool, and status bars that aren't there in full-screen mode.

I want the resolution nailed to 3840x2160. Once in a while, I might take it out of full-screen to be able to see some of it and some of the host screen, but I want scrollbars to appear in that case. What am I doing wrong?
