Host: Windows 10 x64
Guests: Windows XP 32 bit, Windows XP 64 bit, Lubuntu 16.04 x64, Ubuntu 16.04
There was also a crash, while trying to start one of the VMs that fail to start.
Later edit: it appears I can start them if I disable the guest audio device (which is ICH AC97 in all cases that fail to start)

Re: can't start some VMs - VERR_NO_MORE_HANDLES
The error occurs if you don't have any inputs available which VBox uses for recording audio.

I have never encountered it while running VirtualBox up to 5.0.20

Definitely a 5.1.x regression.

Beta2 is expected to handle this issue? The same error occurs.

Reporting the same issue and confirming taz's resolution.
Re: can't start some VMs - VERR_NO_MORE_HANDLES
Happened to me too and it's clearly a regression. Switching to HD Audio works but you have no way in hell of guessing that this is the solution. Also maybe it's time HD audio were made default for a new VM instance.
