I have underclocked my host CPU to test it. (to around 800 MHz, Intel Core i7 4600U)
Host: Win 7 x64, BETA2 + Intel Core i7 4600U @ 800 MHz + Intel HD 4400 graphics.
Guest:Win 7 x64, GA BETA2, Windows Media Player 12 + WebM codecs (webmdshow-1.0.4.1) (+2D video acceleration).
so in guest, both with and without 2D video acceleration I get really slow performance of just 4-5 fps now. Tried WebM-VP8 (1.6 MBps, HD 720p) and Wildlife HD 720p (wmv) and some avi (MPEG4).
Note, that FPS measured by naked eye, because my "fraps" didn't work for some reason.
HD video (WebM) plays very fluidly and very fast on my host OS, even with 800 MHz CPU, despite the fact that Intel HD 4400 graphics doesn't support hardware VP8 decoding. Not sure why. (maybe due to hardware scaling?)
At full speed, my CPU goes to 3.3 GHz, and there is no difference between acceleration or not, everything is fast.
But this can become a real problem for Intel Atom low-powered Netbooks.
And on fast laptops (like my Ultrabook), going full-speed kills battery.

Are you asking if 2D acceleration has ever worked? (yes it has, for a Windows guest with GAs installed and an app which uses video overlays), or are you querying some new v5 issue?

Then the answer is yes, if you have a windows guest that needs video overlays, and a host driver that supports them. It has been discussed on the forums several times.
