That's it.

For some reasons the settings window is modal and it's terribly inconvenient.

Yes, and the dialog will remain modal for now for both VM and Global settings.
The historical reason is the fact that settings being applied only after OK button is pressed in the settings dialog, not instantly.
So HIG and our GUI logic assumes that the settings dialog is modal to prevent user from changing settings or machine state from the other side.
That protection is synthetic as such side changes (as mentioned above) are already supported but still the behavior logic remains the same for now.

For the next major release that aspect may change.
It is possible that the settings dialog will be reworked to apply changes on-the-fly (according to Apple HIG for example).
In that case both the settings dialogs will lose their modality and will become the usual dialogs.
