Virtualbox calling virtualbox doesn't see passed cpus

I am working on a Linux virtualbox machine I spawned from a windows10 host. This Linux box in turn is calling a program called vagrant that spawns another linux environment via virtualbox with 2 cpus, or at least i want it to. Though I created the initial Linux machine with 4 cpus that show up as being present with a system check, they aren't showing up as available in the Virtualbox configuration tool. Does anyone have any idea why?

Quite apart from the Vagrant aspect, nested virtualization was not supported at all in version 5 and is now supported in version 6, but only for AMD CPUs.
