I want to know if there is way to slow down disk? I need to test slow HDD on VM for application that I'm developing.
Is it possible?

No, there is no way to slow down the HDD using VirtualBox features. Virtual disk images are files hosted by a host drive, so performance is dictated by the host.

If by "slowdown" you mean restrict the bandwidth that a virtual HD can have, yes, you can. Take a look at ch. 5.8. Limiting Bandwidth for Disk Images.
