Yes. That's exactly what it means. Not added, just written. If you browse for example and your browser's cache is getting webpages, icons, stylesheets, other information that is cached, that data *is* written to the hard disk, it's not necessarily added to the hard disk. It gets overwritten by newer information and the old ones are discarded. Your browser's cache is a fixed size, but it get populated with newer information all the time.
