I can tell you from personal experience that VirtualPC works best with Windows OSes and not *nix. However, it does a slightly better job with some Windows (2008, Vista) than VirtualBox.
But ... VirtualBox has worked beautifully on every single Linux and linux-like OS I have tried so far. It also does XP pretty nicely.
And VirtualPC does NOT have seamless windows (my favorite feature!)

Virtual PC works really good if both your host & guest is Windows. Virtual PC however doesn't progressing anywhere since 2003. All of the changes are mostly cosmetic.
VirtualBox achieved in 3 months about the same progress as VirtualPC in 4 years !
If you mix any non-Windows OSes, then VirtualBox usually works better. For Windows-only scenarios, that depends... VirtualBox has highter performance , but VirtualBox doesn't supports Windows 98 guests, while VirtualPC supports them fully. I still use Windows 98 pretty much.
As for performance, I have done some benchmarks: (link is time limited)

Don't be so hard on MS, please. MS achieved some things in 4 years too!
