I am using windows 98SE in the virtualbox. I have install windows 98SE successfully. I want to install the display drive and usb driver but I can't. I went into the storage section in the setting in VB to attach the iso files I have. Then when I start the windows 98SE go the my computer netheir the icon for usb and cdrom show up. I even tried doing the host E: passthrough that didn't work. I even reinstall windows 98SE and did everything again and nothing. Please help!

What do you mean by "the usb driver"? Windows 98SE has very limited USB support. Every device required an individual third party Win98-compatible driver, there was no native support for any device except the USB controller . And note the era too: USB 1.1 was the standard when 98SE was around. It will know nothing about later USB versions unless you have drivers for EHCI.

Host E passthrough? Passthrough only works with physical drives to get around sectors errors - but you seem to be talking about ISO images.
