The number of VMs is not important, provided you don't run them all at once.
Quad Core i7 or better would be good. A large (2TB) SSD would be good. Decent graphics card would be good.
A modern OS likes having 2 cores, plus you leave 2 cores for the host for the same reason. The rest is arithmetic.
Personal opinion: if you can afford Intel, go for Intel. I have not trusted AMD since the "FX 8 Core" (Bulldozer) marketing debacle (https://en.wikipedia.org/wiki/AMD_FX#Controversy).

Don’t worry about AMD; they fixed the hyperthreading issue with Ryzen.
I’d look at it this way, if you want 1 core per VM and all VMs running concurrently, then you need a 10-core CPU (this does not include threads). You can get 10-core i9s, or you can get 12-core Ryzen 9s. Go up from there to fit your exact needs. It is all a matter of $.
