VB Extension Pack installed in Common PC with multiple users

How does the licensing goes for VB Extension Pack installed in Common VM accessed by multiple users?
Does the users who only enabled the Extension pack should have their own extension pack license?
Example: 1 common host PC, installed with VB. 3 users have one VM each with Extension pack enabled. 2 only use the base VB.
Does the 3 users with Extension pack enabled required to have their own extension pack licenses?

TIA for clarification.

First, extension packs are not installed in VMs. The Extension Pack is installed on the host, and is for personal use only. I quote from the license below.

Or, you could just avoid using the extension pack. That would mean losing the features listed in section 1.5 of the user manual. The remaining host software plus the Guest Additions are covered by GPLv2.
