If the VirtualBox program still shows in the Windows "Apps & features" list you could try downloading and using one of the many 'specialist' Windows Program Uninstaller utilities that has a "Forced uninstall" option, though it's usually advisable to also double-check manually that all program remnants have been successfully located and removed; e.g. 'Driver' files and Appdata settings folders/files etc.
There are several freeware options available that attract positive reviews, e.g. GeekUninstaller, Wise Program Uninstaller, BCU and others. Most are also available in a portable format, so don't need to be installed themselves. Your choice/risk.

here is the command I used
VirtualBox-6.1.34-150636-Win.exe --extract --path e:\vm
it made a file called VirtualBox-6.1.34-r150636.msi
I renamed that and run the 6.1.36 install and then when it asked for that file I went to but get an error

Because that isn't the goal of the present uninstall program. If you have different goals then perhaps write your own uninstaller script.

You really have to start helping us to help you.
It's your computer that's messed up, not Virtualbox. The fact that the Virtualbox Uninstaller is having a problem is mere coincidence. Virtualbox uninstalls itself completely all the time, if the computer is working properly.
