Yes - please open an issue. I tried the same thing on Golden Gate with VB 7.2.14 and the reload aborted with virtio-scsi errors. Looks like any easy one for the developers to reproduce.

Maybe if you post a log (zipped) showing the machine starting, a failed ping to 8.8.8.8 and then a clean shutdown of the VM someone may be able to help.
Are you doing NAT over the same type of interface (WiFi, ethernet) on both machines? It's hard to know what is going on from your description.

By "extensions" I presume you really mean "Guest Additions" - i.e the VirtualBox component that is installed in the VM and not on the host.

A couple of things from your log file.
1. VirtualBox VM 7.0.26 - that's getting old. Current release is 7.2.8
2. You don't have enough RAM for the VM as configured. You cannot oversubscribe memory. I'm not sure that Win 11 would run very well (if at all) in 2 GB so you should probably look at ...

apt purge removes the software but does not touch the user owned files.

1. All your physical cores are assigned to the VM. Hyperthreaded CPUs don't count. Try reducing CPU count of the VM to 3.

You can't really count on the VirtualBox Developers to be monitoring these forums, which are largely end user supported.. I know some of the developers do participate from time to time, but there are no guarantees.

What AdapterType have you selected in the VirtualBox Network settings?
I am currently running a Windows 11 VM using WiFi bridging with an Ethernet over USB (usbnet) adapter. The host does have an ethernet adapter but the cable is physically removed.

It would help if you were to post a zipped copy of the VBox.log file for your VM. Run your VM until you see the problem. Close it down gracefully if possible, then compress the log and attach to a post here.

Don't forget to update the VirtualBox Extension Pack, which MUST also be version 7.2.8

Press the 'Expert' tab at the top of the Display Settings window.
Choose VBoxSVGA from the Graphics Controller menu. Disable 3D acceleration
Start your VM and then update/install the VirtualBox Guest Additions.
After a reboot you should be able to resize the VM to something better than 1024x768

I'm not sure that it is possible to install macOS Ventura or later into a VirtualBox VM. I have tried many times and never been successful. Monterey and earlier work find. That said, you could attach a zipped VBox.log to a post for someone here to look at. Maybe there is now some solution.
