See http://ark.intel.com/VTList.aspx . It appears your bios has VT support, maybe from a recent flash, but the cpu may not have VT support. The E7400 shows one spec with VT support but all others without.

I'll vouch for the E6500 running Win 7 64bit and using 64 bit Win 7 guests flawlessly. I recommend flashing your bios if it's a machine that came from Dell with XP or Vista. Windows 7 support started in bios release A14. It may help. I'm running A23.
