MSDOS Format Hangs

I know DOS isn't officially supported, but... I'm using VirtualBox 1.6 on a Windows XP host and I am trying to create a MSDOS 6.22 machine. I've tried letting DOS set up the partition which is the default, and I pressed F3 and used FDISK. But after the machine reboots the format percentage stays at 0%. Has anyone out there encountered this problem and found a way to resolve it? If so, how?
